Mission and Objectives

The mission of the CPAC Workforce Committee is to play a leadership role on behalf of CPAC in advocating for, designing and implementing, a citywide system to ensure San Francisco’s Early Childhood workforce has the resources and skills necessary to provide the highest quality care possible to the city’s children and families.

The committee’s objectives, through CPAC and other stakeholders, are to:

1. Influence local, state and federal planning and policy to promote and advocate for programs and resources that meet the needs and interests of the early childhood workforce;
2. Conduct a comprehensive assessment of the current workforce and develop strategies to achieve goals;
3. Advocate for a systems approach to supporting quality and professionalism;
4. Promote workforce development and advocate to ensure resources are available to meet or exceed standards and guidelines;
5. Support stability and retention of the workforce – “recruit, promote and retain”;
6. Advocate for building capacity and access to higher education;
7. Advocate for wage parity with K-12;
8. Be inclusive of all workforce stakeholders including, but not limited to City College, SFSU, SFUSD, CDE, Title 22 centers, Title 5 centers, family child care, Head Start, resource and referral agencies, Gateway to Quality, Low Income Investment Fund, SF CARES, PFA, I/T Sustaining Grants program, WAGES Plus, license exempt, PITC and other training programs, provider associations and unions, CA CORPS and the California Mentor Program.;
9. Promote best business practices and advocate for benefits and a substitute pool for the early childhood workforce.
